Ah, what would the world do were it not for the civilizing mission of the U.S.A.! Notice the word "civilization" on Columbia's cape and the locomotive and telegraph pole in her garments. On the absurd looking Chinaman's queue of hair is written "worn-out traditions." On the shears is written "19th century progress." The overall caption reads: "The pigtail has got to go."

Strangely enough, few Chinese then or now appreciated such benevolence!
