It is a parody of the long summer vacations officials enjoyed as well as their 1.5 days off per week after adopting the Western calendar (indicated by the long-nosed man releasing the namazu--recall the earlier discussion of tengu). The main point for our purposes is simply to note the common use of the namazu (or just a few namazu-like features in some cases) to portray government officials during the Meiji period (but not during the previous Tokugawa period).
